How to install sound cards

After promblesm with different sound cards and installing/uninstalling them, my sounds events/properties icon has disappeared from the control panel. I checked the windows setup again but nothing happens. I can't change any event sounds for closing,etc. How can I reinstall this item? I am using Windowe 98SE, Thanks
