How do I stop pop-ups forever?

Recently on the hour a box appears on the monitor regardless of what program I am in and says that it is from a Messenger Service with an X in the upper right corner and the message reads "SYSTEM ALERT to UNSAFE USER on 8/21/2003 1:59.07 (2:59.32 etc.)

There is an easy way to stop these pop-ups forever? please visit http://Defeat Messenger.com" but there is a fee to enrole in the program. I want to eliminate this message . DAVE
