What is a sound problem

Well I know this problem isn't with my system itself , I had the same thing happen to me about 5 years ago and it's happening again with my new Comp!!!

Everyone sounds like Chipmunks , my Audio& Vidoe are just playing at to high a speed and I need to slow it down ..... I know there is a simple solution , but for the life of me I cannot remember what it was I did to fix this all that time ago !!!

Problem with sound can be caused by a problem with the sound card itself, but they can also be a result of system setting, bad connections, or number of other issues.
