WANT TO KNOW HOW TO STOP WEB PAGES POP UP

My brother owns a very old packard bell pc. It's slow, but he only uses it for the internet. Recently, while hes been surfing, web pages pop up and keep multiplying. They multiply too fast so there is no way you can keep closing them. I was wondering what this is? or what may be causing it, and how do we stop it? Thank you
