What is possible pop-up

Trying to "cure" a possible pop-up problem I noticed in the Add/Remove a program called "Windows Tools by Hotbar".....which I do not have Hotbar (I did at one time way back) but wanting to know if is safe to "remove" from my computer????? thank you, Diane
