What is a driver

I have recently purcased a USB flash drive for storage and to move files between my desktop (windows ME) and laptop (win98). It requires installation on windows 98 but the installation will not work. The 'add new hardware' wizard detects the device but will not recognise the drivers even when I specify their location. Whe I check the device in the manager I get a message saying the drivers are not installed. I've tried everything I can think of, including un- and reinstalling many times and donwloading new versions of the drivers but nothing works. Any ideas?
