Can't see bios but the monitor doesn't show anything do i need a video asselerator

why cant i see bios?

i conect my monitor to mycomputer, turn on both, and i dont see anything. the fans turn, and the lamps light, but the monitor dosent show anything.do i need a vidio asselerator? my mother board is at http://www.biostar.com.tw/products/mainboard/socket_a/m7viq/index.php3
