I have a Celeron 400MHz computer. After the computer has been idle a while (> 1hour), it just freezes and only thing I can do is shut it off and when it come back I have to reinstall the complete Windows. Do I have bad hard drive or is it something else?

I often hear people complainning about the Celeron What you could do is first check if your computer is set to sleep mode You can go into your BIOS and check your power management.
