What could be a missing file

Hello,

My problem has to do with my computer not starting up. When I turn the power on it starts up like it should but never gets past the first screen. Instead it shuts back down and goes to the same screen and shuts back down. It just does this over and over. It worked fine the day before but then all of a sudden started doing this the next. I have no idea what could have happened and your help is much appreciated.

Windows xp has some bugs, and what I did was I reinstall the cd Sometimes when it boots a file is missing and by putting the cd, it should install the missing file
