What could be a RPM problem

It takes up to 12 hours for programmes to install to my system.

This also happens when installing hardware (e.g. web cam where it didn't pass setting the system restore point)

Sometimes the programmes do not install.

If you could provide an answer which doesn't involve reformatting the hard disk I would be grateful.

The problem could be that your hard drive is running at a low RPM For a hard drive of 60G it is a good idea to get them at 7200 RPM anything less could cause the problem you are facing.
