What could be a hard drive problem

Why won't scan disk run even in safe mode? It freezes just after starting up. Sometimes the computer does not detect the hard drive and so I have to go into setup and autodetect to boot up. Is this due to data error or physical damage to the hard drive?

Try running scan disk through your win98 startup disk If that doesn't work it could be that one of your plate in your hard drive is damage, if that is the case you can send it back to the people that made it
