How can I connect to the internet without having an error message pop up?

When i click on internet explorer it won't connect. on the bottom it says shdoclc.dll dnserror.htm

This can be a number of things, one that the circuits in your area are down, I had this happen to me before, or that your pc may have some viruses and you must do some serious cleaning to it, try contacting your internet provider, if they tell you the circuits are down then wait a while until it comes back, if not, do some rebooting to it.
