What is 98se

I have recently reformated a hard drive and reinstalled Windows 98SE. Every thing works fine except when doing a shutdown / restart (Reboot) the computer just shuts off and does not restart. I have to manualy turn the computer backon. This also happens when installing software were it goes to restart the computer it just turns off. When I installed Windows and windows rebooted it work fine.

Check in the bios and make sure that the settings are correct.
