What is format

I have an older PC that I just use for storage. I moved recently and when I started it up after the move the first time it started windows up but then restarted on its own and after it got through the memory test, it diplays the hard drve type, etc. and then rebooted again. Each time it come to the same point and the screen goes black it makes one beep and then starts over. I can't reformat or anything because it doesn't get far enough to boot to a floppy disk. I am able to get to the BIOS but I haven't a clue what to do with them. Any idea what might be wrong? Any suggestions? Thanks,

If you want to reformat the drive just go into your BIOS and change the boot process to boot from your floppy You can format from your win98 startup floppy
