DURING POWER UP WITH CABLE MODEM OFF SYSTEM WILL DISPLAY MY DESKTOP BUT NOTHING WILL RUN

DURING POWER UP WITH CABLE MODEM OFF, SYSTEM WILL DISPLAY MY DESKTOP BUT NOTHING WILL RUN. CTRL-ALT-DEL WILL SHOW THAT WINLOGIN (NOT RESPONDING). IF SYSTEM IS POWERED UP WITH CABLE MODEM ON THE DESKTOP WILL APPEAR AND PROGRAMS WILL RUN. CABLE MODEM IS KEPT OFF TO KEEP UNWANTED INTERNET ADVERTISEMENTS FROM INTERUPTING WORK. WHAT HAS HAPPENED TO MY SYSTEM.
