What is dll

I could not load the DLL Library c\windows\system\kernel32.dll.An attempt was made to load a program with an incorrect format.I found the kernel32.dll Icon (File ?).What program can I use to open up this file using Windows 98 2nd.Edition?

I had the same problem and all I did was reinstall the win98 cd and it corrected the problem for me When you reinstall the cd it load it for you.
