How can I have everything get turned on when I turn my PC?

When i turn on my pc and everything starts up i can not open anything except folders. No programs will open when i double click on them. The only ones that run are the ones i have start up when windows starts up. The only way i can get on here to write this was to open my documents folder and type into the address bar and then it switches into internet explorer but none of the links work on any website, i have to copy the link and then paste it into the address bar to open any link. I can not even open up anything in the control panel. Can you help me or am i screwed?

Well, this is with out a doubt a serious matter, I can personally suggest that you do some cleaning on your computer, it sounds like a virus attack, they manage to really screw up your computer.
