What could be a corrupt operating system

I was running scandisc, when my computer shut doen. Now all I get is the Setup menu. It insructes me to "command prompt onlyz" with the message "windows detected a registration/configuartion error." I am prompted tp run "scanreg" (also tried "scanreg/restore All I get is a blue screen with the saying on top "Microsoft Registry Checker" amd on the bottom, "Checking System Files...." There is no yellow progress line, and I have left this meesage on for over 16 hours. Help!!!

I had the same problem and what I did was reinstall win98.
