What is active shield

There is no start bar on the bottom of my screen and when the error message shows up, it is the only thing I can click on. How do i fix this problem? The error message says "An error has occured while initializing ActiveSheild. Your computer might be running out of resources or disk space. Please close other programs and try restarting ActiveShield." But there are no other programs open that i can see.

Try running defragmentation on the system this will organize all the files, and free up some space.
