What is dll file

I have an "ERROR STARTING PROGRAM" message when restarting my PC

"A REQUIRED DLL FILE NOTE FOUND" PNCRT.DLL

Can this be corrected? How? What is happening without the missing DLL?

You may have accidentally deleted pncrt.dll, what you can do is use a erd emergency repair disk to reinstall the missing dll file on your computer.
