Why do i keep getting notepad.exe error message?

When we turn on the computer it gives us two error messages. one says "missing local configuration file (netscape.config) It has a yellow triangle at the top marked Cscape

The other error message says missing file notepad exe.

Could you please tell us how we can rectify this problem? Thank you so much.
