Whenever I receive a picture in my email it is too big for me to view as one picture. Also it's too big to print as one picture. I've tried everything I know, and to no avail. I'm frustrated, what can I do to down size the pictures that I'm receiving in my email???

Well, what have you tried to resize the pictures? Microsoft paint which is available with windows 98 will resize .bmp, .jpg, and .gif.
And
Image Analyzer by Meesoft is an image editing, enhancement and analysis tool that supports JPEG 2000, BMP, ICO, CUR, WMF, EMF, JPEG, PNG and PCX for read/write and RAS, PNM, PGM, PPM, HIPS for reading.
Try those if you still have problems please describe your methods in detail for proper assistance
