How do I fix the error 0x8004210a?

Question

I have been using Outlook for a few months and recently it stopped sending and receiving e-mail messages. I called my ISP and they said that there were no problems on their end. I reinstalled Outlook but it still does not work. I receive and error message 0x8004210A. Do you know how I can get Outlook to work?
