Unable to gain access

When I start up my computer, clicking on the icons for programs, or going to the full program menu page and clicking on any program get me ONLY a dialog box that says the file can't be found. Consequently, I can't do anything with the computer. The same thing happens when I click on help, systems restore, etc. How can I get it working again?

Your computer chould have a virus which is blocking access to your files try scanning for a virus if you cant find any then there must have been an important file that was deleted go to my computer and right click on c-drive go to properties and choose the option tools use the option error-checking this will scan your whole computer for missing files there is also the chance that someone has put in a password which would block access to all your file its sort of a security device to protect the computer from unwanters.
