What is a property

I keep getting a file on my desk top that when you go to properties it tells you when it was created.With no name all there is . " ~ " I don`t know what it is.

From what i see its sounds like the person who created this file wants to keep ts location hidden this file could be dangerous i recommend scaning it for viruses also please revise your question so we can better help you with your problem tell us if you downloaded this file or if it came with the operating system if this file is not important and you are not using it then ether save it on a disk or delete it.
