How do I get Nortons Personal Firewall to install without errors?

At startup I get a message error 1771 and Error 1002,1.. It all started when I tried to download Nortons Personal Firewall after installing my cable wireless system. I uninstalled it and then tried to reinstall, It would not install. I went through all the things rec by Symantec. I finally reinstalled Win 98 and lost all my info. I then installed my files with success. I then tried to

again download Nortons Per. Firewall and now I have the messages again at startup. I could not even download my mouse software. Help

One recommendation of Symantec is to do a clean boot before trying to install I don't know if you have tried this but it is done at the run window Type in msconfig and click OK This brings up the System Configuration Utility Select Selective startup and clear the rest of the selections Click OK, when you are prompted restart the sytem.
