Fist of all check the guideline that came with the flat monitor to see if you have follow the steps, because the flat monitor are very different technology than the regular heavy monitor Check the ports, the PCI Video card or SVGA card.

In your Windows 98 you should have the "Windows Startup Men Loads", when booting your computer press the Left "Ctrl" key several time to show the Windows startup, ones you got it then choose "Safe Mode" the Number 2.

After go to safe mode you should be able to see windows starting GUI interface with picture and all that stuff Go the Display Properties by right clicking your desktop and choose setting tab.

Reduce the resolution back to 800x600 pixels and color to 16-bit, you may also increase the resolution to 1024x768 but it depends on the monitor sizes and video.

then Reboot the computer, it should be fine but try not to increase the resolution or the color, because the video card cannot handle and may turn to back againg the same problem.

also try to reduce the refresh rate to about 75 - 65 MHz, this might also help
