How do I get my task bar and icons back?

there are no task bar and icons on the desktop.

i use task manager to open it. The start menu is also not on the desktop.

i tried safe mode, control panel from task manager and they dont work. on the screen its only the background and no icons.

this happens after working with graphics on photoshop and the computer just automatically shut down. when it restarts.. the icons disppear.

Delete the file ShellIconCache in your Windows directory, and restart (note that it's hidden, so you'll have to show hidden files to find it)
