Outlook express rule

How can I get Outlook Express 6 to process mail rules in the correct order? Moving them into order on the screen does not help, certain rules seem to over-ride the list sequence.

or

How can I set up a rule in Outlook 2002 to leave mail on the server? The Wizard doesn't have that option like Outlook Express. However, it does process the rules in the correct order.

Can't win - unless you know better?

So to create such a rule would it be like, if subject line contains " " (blank spaces) then delete? There are two spaces there but what if they use 3 or 4 or 5?
