This question was answered on November 4, 2003. Much of the information contained herein may have changed since posting. Here the steps you can do for windows 98, In order to have a file or folder permission you would need to share it, but before you do this you must have "File-and-Print Sharing" installed, you need now to decide, to which part of your computer other system should have access: which part of your system to SHARE.
1 Right-click the Network Neighborhood icon on your desktop Click Properties Activate File and Print Sharing and You will need later to Logon to the network:
to identify yourself.
Please, select as "Primary Network Logon"
to use the "Client for Microsoft Networks
2 Click the Identification tab The Identification window displays Your computer name appears in the Computer name field.
Once you do this, then you can pick a hard drive a share it and put permision so nobody can acces Even though, still is not secure because windows 98 is not secure, the are software that can block certain things but it would cost money and don't really guarantee 100% scurety My advice is to move to the next OS which is Windows 2000
