All of a sudden my computer is trying to boot off of the 3.5 floppy drive. I go into set up on the bios and it shows tht the hardrive is not installed or the cd drive is not installed. I keep getting this message to "Press F1 to to start up or F2 to run set up program."

This means that your computer Battery is running out and its time to replace a new battery for your computer CMOS If each times is asking you to press f1 or f2 to run the set up and update some information this meanst that CMOS battery is keep loosing energy from the battery Look for the model Coin battery of your computer or bring it with you to the store and ask if they have one

If your computer is booting from the floopy drive, well this is normal, if you don't like it than change it the bootup Order and make the C: drive the first.
