Windows program running slow?

I run Windows XP, and it has become VERY sluggish. I've cleaned out files, uninstalled programs, emptied temp/cache files and cookies, weeded out and compacted the registry, defragged the hd and rebooted in between to check for improvement. Short of a complete reformat, I'm stumped. Any suggestions, I hope??
